Twenty-one government departments, including the National Development and Reform Commission and the Publicity Department of the CPC Central Committee, issued the "14th Five-Year Plan for Public Services" (hereinafter referred to as the "Plan"), which calls for actively developing inclusive old-age services. We will guide professional elderly care service institutions to provide services to communities and families to improve their ability to take care of them. We will vigorously develop rural happiness homes and other mutual-assistance facilities for the elderly that are affordable to the government, affordable to villages, accessible to farmers, and provide sustainable services. Encourage private capital to integrate and transform enterprise factories, commercial facilities and other available social resources for old-age services.

According to the Plan, in terms of the main indicators of social development and public services during the 14th Five-Year Plan period, by 2025, the participation rate of basic medical insurance shall be higher than 95%, the proportion of nursing beds in old-age care institutions shall reach 55%, and the proportion of supporting old-age care service facilities in new urban areas and residential (small) areas shall reach 100%. Basic old-age insurance coverage reached 95 percent, the total number of beds for the elderly was about 10 million, and about 219,000 old urban communities were renovated.

In terms of medical and health care, we will improve the mechanism for stable and sustainable funding and benefit adjustment of basic medical insurance, and improve the policy for contributing contributions to medical insurance. We will improve the outpatient mutual assistance mechanism of basic medical insurance for employees and the medical insurance and assistance system for major diseases. We will improve the inter-provincial system for direct settlement of out-of-place medical services, strengthen the development of national and provincial out-of-place medical settlement centers and inter-regional business cooperation, and comprehensively improve our management and service capabilities. Eligible Internet medical services will be covered by medical insurance.

In terms of elderly care services, we will strengthen the construction of elderly care service institutions with comprehensive functions within the scope of towns and townships (subdistricts). We will strengthen the development of public institutions for the elderly, ensure that newly built urban areas and residential areas have no less than 0.1 square meters of facilities for the elderly per capita, and steadily increase the proportion of nursing beds. We will gradually raise welfare for the elderly and improve the system of subsidies for the elderly with financial difficulties and disabilities. We will improve the old-age insurance system and promote long-term balance of basic old-age insurance funds. We will implement national pooling of basic old-age insurance for enterprise employees. We will improve the mechanism for rationally adjusting basic pension benefits for urban workers and adjust basic pension benefits for urban and rural residents in due course.

In terms of housing security, we will ensure urban housing and public rental housing for low-income families. We will use both physical security and monetary subsidies to ensure that the number of physical public rental housing is properly determined, and ensure that urban households with household registration and low-income families with housing difficulties are fully covered upon application. We will make steady progress in rebuilding rundown areas, act according to local conditions and within our capacity, and speed up the progress of projects and the relocation of rundown areas. Combined with the renovation of dilapidated houses in rural areas, we will ensure housing safety for eligible low-income rural groups and other key targets.

While expanding the supply of non-basic public services for all, we will promote the expansion of non-basic public services in key areas. We will actively develop inclusive elderly care services. We will guide professional elderly care service institutions to provide services to communities and families to improve their ability to take care of them. We will vigorously develop rural happiness homes and other mutual-assistance facilities for the elderly that are affordable to the government, affordable to villages, accessible to farmers, and provide sustainable services. Encourage private capital to integrate and transform enterprise factories, commercial facilities and other available social resources for old-age services. We will promote the transformation of training and recuperation resources to develop inclusive old-age services. Old-age care institutions are allowed to set up multiple service outlets in accordance with laws and regulations to achieve large-scale, chain and brand operation. We will ensure that foreign-funded elderly care institutions receive national treatment. We will explore ways to transform public pension institutions that meet the conditions into state-owned pension service enterprises.

The plan also calls for active efforts to improve housing conditions. We will comprehensively renovate old residential areas in cities and towns, focusing on upgrading supporting facilities and municipal infrastructure. We will expand the coverage of the housing provident fund system, take a variety of measures to encourage employers to make contributions in accordance with the law, and encourage people with flexible employment to participate in the housing provident fund system.

It is proposed in the Plan to promote innovation and integrated development in key industries. Encourage the development of professional hospital management groups. We will support the development of third-party medical services such as medical tests, promote mutual recognition of test results, and encourage the development of third-party evaluation of medical services. We will promote the development of assistive devices industry.

The plan also proposes to systematically improve the efficiency of public services and build a diversified supply pattern of public services. Encourage the participation of social forces. We will improve relevant policies, relax restrictions on market access, promote fair market access, and encourage nongovernmental actors to participate in the supply of public services through public construction and private sector, government purchase of services, and cooperation between the government and private capital. In addition, the plan also calls for promoting long-term balanced population development.
